我国幼托服务供给模式选择及实现路径

The Selection and Realization Path of Childcare Service Supply Mode in China

长期以来,我国幼托服务供给不足,这直接影响到女性在劳动力市场的投入、国家生育政策的落实以及人口素质的可持续提升。如何实现"幼有所育",是一个现实问题。本文从政府责任和社会政策的视角分析了我国幼托事业发展的现状,认为政府法律责任、财政责任和管理责任缺失导致了幼托服务供给不足。本文运用治理理论,提出我国应选择权威-商业-志愿混合型幼托服务供给模式。实现我国幼托服务有效供给应主要依赖六个路径:加快建章立制,建立行政准入制度;建立民政部门主管的行政管理体制;出台财政和社会政策,激活市场和社会主体;利用大数据,引导产业资源合理配置;政策支持社区平台,倡议互助方式;倡导家庭承担首要责任,探索配套的家庭政策。

For a long time,childcare services supply in our country is deficiency. It directly affects women＇s investment in the labor market,the national childbearing policy implementation and population quality. It is a practical problem that how to achieve childcare services. This article analyzes the present situation of the childcare services development of our country based on the perspective of government responsibility and public administration. According to the article,the lack of the government legal responsibility,fiscal responsibility and management responsibility lead to childcare in short supply. It is believed that China can choose the authority-commercial-voluntary hybrid childcare service supply mode. with the governance theory. The realization of the effective supply of childcare service mainly depends on six paths. The first is to accelerate the legislation and establish an administrative access system. The second is about the administrative management system of the civil affairs department. The third is to set up activate community platform to stimulate market and social initiative. The fourth is to use big data to guide the rational allocation of industrial resources. The fifth is to enact policy support community platform,advocate mutual aid mode. The sixth is to advocate family to take primary responsibility and explore assorted family policies.
