城市型炼化企业持续发展的实践探索

近年来,随着我国城市化进程的加快,城市型炼化企业搬迁的话题已成为热点问题,如何实现企业与城市的和谐共处,努力走出一条符合我国国情的城市型炼化企业生存发展之路,成为摆在管理者面前的一个突出问题。作为在珠三角地区的特大型炼化一体化企业,广州石化提出了建设绿色低碳城市型炼化标杆企业,为城市型炼化企业持续发展提供广州石化案例的新课题,并制定了"坚持以问题目标为导向,以文化为引领,实施治理管理双向推动,综合施策助力"的绿色低碳城市型炼化标杆企业行动方案。该课题不仅要解决广州石化的生存发展问题,更为城市型炼化企业持续发展提供借鉴,具有重要而深远的示范性标本意义。

With the acceleration of urbanization in our country, the topic of relocation of petrochemical enterprises ＂besieged＂ by city has become a hot issue in recent years. The prominent problem challenging the management leadership is how to realize the harmonious coexistence between the enterprise and the city and to design a survival and development path for city-type petrochemical enterprise suitable for the national conditions of our country. Being the sole Sinopec extra large-scale city-type petrochemical enterprise in the Pearl River Delta, Sinopec Guangzhou is now braving the difficulties to build itself into a green and low-carbon standard benchmarking enterprise to serve as the case study for the sustainable development of city-type petrochemical enterprises. Sinopec Guangzhou has made an action plan to turn itself into such an enterprise by ＂adhering to problem-oriented solution, focusing on enterprise culture, and promoting governance and management with comprehensive policies＂. This exploration is not only to solve the survival and development of Sinopec Guangzhou, but also provide a doable scheme with wisdom of Sinopec Guangzhou. The scheme will be of great significance in providing a demonstrative sample of city-type petrochemical enterprise.
