西沙群岛盛产鸟粪,民国时期日本商人与中国奸商勾结在西沙群岛疯狂开采鸟粪,何瑞年就是其中最具代表性的人物之一。同时,国内各种势力的博弈及监管不力造成了国家资源的严重流失,但这正成为中国政府在西沙群岛经营和管辖的铁证。通过日本史料阐明何瑞年与日本商人勾结的事实,还原当时的历史,也为西沙群岛是中国领土提供新的史料依据。
