社区警务中的“四微五小”新模式

On the New Model of "Four Micro Services and Five Mini Policings" in Community Police Service

因基层警务改革中过分注重"形式要件"而忽略其"实质要件",致使基层警务模式改革不同程度地出现了虚化和形式化的现象。而"四微五小"基层警务模式的构建以"四微服务"和"五小警务"来赢取大民心,积累大平安。在政策性支持和现代社会管理创新理论的指导下日益完善,可推广借鉴。

Too much attention is paid to form elements while little attention is paid to substance elements in the grass-roots police sevrvice,resulting different degree of grammaticalization and formalization in community police service model reform. Construction of the new model of ＂four micro services and five mini policings＂ aims at winning the common desire of the people and accumulating the peace and security of the people. Use can be made of the newly-developed service model for reference after its being improved and perfected under the instruction of policy-based supports and modern social management innovation theory
