城市涉民族因素治安突发事件处置的困境与应对——以C市为样本展开分析

On Predicaments in Disposal of Urban Ethnic Groups-involved Public Security Emergencies and the Countermeasures: Development on the Basis of City C as a Sample

城市涉民族因素治安突发事件具有成因复杂、处置难度大等特征,主要是民族流动快、社会转型和敌对势力的影响使然。以C市为例,涉民族因素治安突发事件处置中存在机制不健全、处置不规范,依法治理能力不足,缺乏专业处置力量,基础工作薄弱等问题,应从"依法治理""源头治理""综合治理""系统治理"等方面着手,提升我国城市涉民族因素治安突发事件应对的治理水平。

Urban ethnic groups-involved public security emergencies are characterized by complicated causes and difficulty in disposal,which are attributed to the influence of rapid ethnic population mobility, social transformation and hostile forces.With city C as a case study,disposal of urban ethnic groups-involved public security emergencies witnesses defective mechanism,substandard disposal and inadequate law-based governance capacity,underdevelopment of working resultant force,lack of professional disposition power,and weak foundation work.Accordingly,efforts should be made to start with layout and implementation of law-based governance, source-based governance,comprehensive governance and systematic governance so as to elevate China＇s governance capacity to cope with urban ethnic groups-involved public security emergencies.
