反恐视角下的网络空间治理

On Cyberspace-based Governance: A Perspective of Anti-terrorism

随着网络空间的崛起,恐怖主义由现实社会走向网络平台,网络空间成为恐怖分子实施恐怖活动的重要平台。传统反恐模式因网络恐怖活动组织手法更隐蔽、防范难度大、技术手段更先进、侦控难度大、暴力程度更剧烈、处置难度大等陷入困境。我国的网络反恐,应当借鉴国家社会现代化进程中的"治理"理念,在法治建设、社会基础、技术研发、人才培养、国际合作等层面对网络空间进行综合治理,才能有效防范网络恐怖主义。

With the emerg ence of cyberspace, terrorism develops from realistic society to network platform.Cyberspace becomes a key platform for terrorists＇ implementation of terrorist activities. Due to its more advanced technological means and fierce violence, the organizing approaches of network-based terrorism become more obscure,more tough to prevent, control, investigate and dispose. Accordingly, network-based terrorism in China calls for using for reference of the governance concept in the national social modernization process. Comprehensive management and control should be made over cyberspace in terms of legal construction, social basis, technology research and development, talent cultivation and international cooperation. Only in this way can network-based terrorism be effectively prevented and controlled.
