摘要
本世纪初,为落实终身教育和拉动经济增长,英国先后推行国家资格证书框架体系(NQF)和资格与学分框架体系(QCF)。这些"普职融合"资格证书框架体系的实施,不仅推动了英国教育与培训领域的广泛改革,而且为欧盟乃至全世界的资格证书体系建设提供了十分重要的思路和模板。全球有100余个国家和地区学习借鉴、推广应用资格证书框架体系,这丰富和发展了资格证书框架体系的内容与形式。英国以及世界多国的成功模式,可为我国大力推进资格证书制度改革提供参考和借鉴。
At the beginning of this century, in order to implement the lifelong education and promote the economic growth, Britain has implemented the NQF and QCF. The implementation of the "integration of general education and vocational qualification certificate" system not only promotes the reform in the field of education and training in the UK, but also provides some important ideas and templates for the construction of the qualification certificate system of the EU and the rest of the world. More than 100 countries and regions around the world learn from and promote the application of qualification certificate framework system,enriching and developing the content and form of qualification certificate framework system. The successful model of the United Kingdom and many other countries in the world can provide a reference for China to vigorously promote the reform of the qualification certificate system.
