党的十九大提出在全面建设小康社会的基础上全面建设社会主义现代化国家的新目标。要实现这一目标,必须从提高农民道德素质、文化素质、法律素质、信息技术水平以及健康素质等方面提高农民的综合素质,促进其更好地转型,从而发挥其在建设新农村过程中的重要作用。
