To speed up the implementation of equity incentive in state-owned enterprises,we must further deepen the reform of state-owned enterprises and the overall development of Shanghai,further emancipate the mind and increase support.The incentive orientation should insist on the combination of enhancing vitality and strengthening supervision,the incentive mode should take into account the characteristics of the industry and the stage of enterprise development,the incentive scale should be more consistent with the market law and the reasonable expectation of the employees,the enthusiasm,initiative and creativity of all kinds of talents of state-owned enterprises should be fully played,and strengthen the source motive force of innovation development and long-term development of state-owned enterprises.
