摘要
建立房地产市场的长效机制,必须顺应房地产发展的基本规律,推进"五个转变"。一是由目前的以需求调控为主向供需两端调控转变,二是以增量供应为主向存量供应为主转变,三是以售为主向购租并举转变,四是以市场化供给为主向注重保障转变,五是以行政手段调控为主向以经济和法律手段调控为主转变。
To establish the long-term mechanism of real estate market,we must conform to the basic law of real estate development and push forward "five transformations":Firstly,transform the current demand regulation to the supply and demand regulation;Secondly,transform incremental supply to stock supply;Thirdly,transform from selling to purchasing and leasing;Fourthly,transform the market supply to the focus on security;Fifthly,transform from administrative control to economic and legal control.
