纽约住房保障性制度的主要特点:一是多样化住房金融保障方式,除了采用通用的政府直接建设保障房方式外,很大程度上还采取提供贷款、信用担保、住房补贴等多样化的保障措施。二是完善保障性住房发展规划。纽约在总体规划中不仅明确为低收入者提供可支付性住房的目标,还制定一系列的策略来支持和促进这一目标的实现。三是提供较低租金的公共住房。低收入者租住符合政府规定要求的住房时,只需支付占其家庭收入25%的租金,超过部分由政府支付。
Main features of New York's housing security system:Firstly,the variety of housing financial security methods.In addition to the way the government directly builds the indemnificatory housing,to a large extent,it has also adopted a variety of safeguard measures,such as providing loans,credit guarantee,housing subsidy and so on;Secondly,improve the development plan for indemnificatory housing.In the overall plan,New York has not only defined the goal of providing indemnificatory housing for low-income people,but also developed a series of strategies to support and promote the realization of this goal;Thirdly,the provision of lower rents of public housing.Lowincome people who rent homes that meet government regulations pay only 25 percent of their household income,and more than that are paid by the government.
