关于对残疾人专职委员队伍建设的思考

Reflections on the Team Building of Committee Members of Disabled Persons

在我国,基层残疾人组织是党和政府联系残疾人的桥梁和纽带,肩负具体贯彻落实党和政府方针政策的重任,是发展残疾人事业的重要组织保证。基于实际工作需要,从2003年开始,中残联陆续在全国各地选聘残疾人专职委员,这支队伍的成立极大地补充了基层残疾人组织的工作力量,截至2016年底,全国社区残疾人专职委员的人数已达到61.3万。本文通过对中残联十几年来关于残疾人专职委员队伍数据和政策的总结和梳理,结合作者本身的工作经历,对残疾人专职委员的队伍建设提出相关建议,为相关部门推动残疾人事业发展提供参考。

In our country, the grass-roots organization of the disabled is the bridge between the government and the disabled. It has the responsibility to implement the policies of the Party and the government. It is an important guarantee to the development of the disabled. With the increasingly perfect of the construction of China＇s grass-roots organizations, the service facilities is gradually perfect and the scope of work and business scope is continuously expanded, then establishing a grassroots service team will be imperative. Based on the actual need, from the beginning of 2003, the China Disabled Persons＇ Federation has gradually hired the disabled committee in all parts of the country, this team set up a great deal of supplementary forces for the basic-level organization. By the end of 2016, the number of all members has reached 613,000. This article collates the data and policy of more than ten years, combining with the author＇s own work experience,gives some suggestions for the team building, and provides a reference for relevant departments to promote the development of undertakings for disabled persons.
