Four leverages＂＂four drives＂and＂three promotions＂are the components of the strategic ideas of the revitalization of Liaoning,the base of Chinese heavy industry.Development is the nature and aim of the strategic idea of the revitalization of Liaoning.The core thinking is reforming and innovation which is directing at improving the living standard of Chinese people.Based on the stand point,views and methodology of Marxism,the strategic idea holds up the basic principle of being practical and realistic,and it integrates the Marxist’economic theory into the building of socialism with China’s Characteristics,and it is the localization of Marxist economic theory in China.The strategic idea of the revitalization is the application of the Scientific Development Concept in the transforming of the old base of heavy industry,and it will guide the reinvigoration of Liaoning.
