乡村旅游开发中反公地悲剧与治理机制研究

A Study on the Tragedy and Governance Mechanism of the Anti-Commons in the Development of Rural Tourism

随着个体经济的发展,个体的利益意识不断增强,乡村旅游开发中企业与农民由于利益分配问题往往导致反公地悲剧的发生。通过博弈模型分析"企业+合作社+政府+农户"型乡村旅游开发模式,研究中介组织如何影响企业和农户的博弈策略;结果表明,政府监督扶持下,中介组织的加入,可有效保障合作质量,最大程度避免反公地悲剧的发生。因此,要发挥好合作社的中介作用,有效降低企农间高额的交易成本;政府要做好监督扶持与制度规范,支持合作社做好旅游开发治理,有效规避反公地悲剧的发生。

With the development of individual economy and the increasing awareness of individual interests,the distribution of interests between enterprises and farmers in rural tourism development often leads to the occurrence of tragedy of the anticommons.Through the game model analysis of the＂enterprise ＋ cooperatives ＋ government ＋ farmers＂rural tourism development model,the study of how intermediary organizations affect the game strategy of enterprises and farmers; the results show that the government supervision and support, the participation of intermediary organizations, can effectively guarantee the quality of cooperation, the maximum range to avoid the occurrence of the tragedy of anti public land. Therefore, we should give full play to the intermediary role of the cooperative,effectively reduce the high transaction cost between the enterprises,and the government should do a good job of supervision and support and system norms, support cooperatives to do a good job in tourism development and governance,and effectively avoid the occurrence of the tragedy of the anti public land.
