我国城市社区体育公共服务体系建设困境与发展路径——以长株潭城市群为例

The Existing Plight and Development Path of Urban Community Sports Public Service System in China:a Case Study of Changsha,Zhuzhou,Xiangtan City Group

以长株潭城市群为例,通过文献资料、田野调查、个案研究等方法,对我国城市社区体育公共服务现存体系建设困境与发展路径进行分析.研究发现,依据我国城市发展特点和体育公共服务的新要求,人们对闲暇时期体育活动的需求日渐趋高,社区体育公共服务建设明显滞后,财政资金投入不足,场地设施建设不足、社区体育指导员不足和服务供给体系不完善等,都表明社区体育公共服务供给已不能满足新时代居民较高的体育健身需求.建议在城市社区体育公共服务体系建设中采用政策均衡供给与居民决策参与相统一,解决设施建设滞后问题;供给模式交互创新与监管中引入问责制度相结合,解决资金紧张困境;改变单一供给主体和引入市场化、社会化运营机制,解决有效供给不足问题.

This study takes Changsha, Zhuzhou and Xiangtan urban agglomeration as an example, through literature, field investigation, case study and other methods, to analyze the existing system construction dilemma and development path of urban community sports public service in China. The study found that, according to the new requirements of development and characteristics of public sports service of the city, people demand for leisure sports activities during the period of becoming increasingly high,the construction of community sports public service is obviously lagging behind,lack of financial investment,lack of facilities,the construction of community sports instructors and the lack of service supply system is not perfect, are that the supply of community public sports service cannot meet the requirement of the new era of sports fitness higher residents. In the construction of city community sports public service system in the policy decision to unify equilibrium of supply and residents participation, solve facilities construction lag problems;the introduction of the accountability system combining supply interactive mode of innovation and supervision,to solve the fund shortage dilemma;change the single main supply and the introduction of the market and social operation mechanism,solve the problem of effective supply insufficient.
