鼓励与引导并重的村庄规划公众参与实践——以黔东南占里村为例

Public Participation Practice with Emphasis on Encouragement and Guidance in Village Planning: An Example of ZhanLi Village in Southeast of Guizhou

在实施乡村振兴战略的背景下,提高农民幸福感与认同感成为规划实施的重要目标之一。然而在当前以政府为主导的村庄规划模式中,却出现公众参与程度不足、农民利益诉求被漠视的问题。文章在分析我国村庄规划公众参与问题和难点的基础上,以贵州省黔东南占里村保护与发展规划为例,通过分析村庄资源、发展问题、村民需求,结合村庄规划公众参与的要点与参与式规划理念,采用引导和鼓励相结合的方式设置公众参与方式,提升村民公众参与深度和规划实施质量,并对规划实施过程中的公众参与模式与机制进行讨论,旨在为未来村庄规划建设提供参考。

Under the circumstance of rural vitalization strategy, how to ameliorate the sense of happiness and recognition of villagers has become one of the important goals of planning implementation. However, among current village planning actions which most dominated by the government, there is lack of public participation and the interests and demands of villagers are often ignored. The paper based on the analysis of problems and difficulties of public participation in village planning in China, taking the protection and development plan of Zhanli village in Qiandongnan as an example, analyzes local resources, development issues and demands of the villagers, integrating the essentials of public participation in village planning and the concept of participatory planning, the plan sets up a public participation pattern with emphasis on encouragement and guidance to enhance the quality of public participation and planning implementation. Furthermore, the mode and mechanism of public participation in planning process are also discussed in order to provide reference for future village planning and construction.
