管控与开发博弈下生态敏感区圈层式发展模式初探——以丽江拉市海片区为例

Study on the Model of Ecologically Sensitive Zone under the Game of Control and Development: A Case Study of Lashihai Area in Lijiang

当前,我国对生态文明建设越来越重视,中共十九大报告对生态文明建设提出了建设人与自然和谐共生的现代化的新要求。云南省丽江拉市海片区内有中国49块国际重要湿地之一的拉市海,也是云南省第一个以湿地命名的省级自然保护区,作为生态敏感区拉市海面临着以湖为本的生态链的管控需求;同时该片区位于大理—丽江—香格里拉黄金旅游线上的必经之地,有着丰富的自然和人文旅游资源,面临着以人为本的价值链的旅游开发需求。在管控和开发的博弈下,本文提出坚持生态优先,集约发展,"湖体+"内环保护,"旅游+"中环发展,"丽江+"外环一体,进而实现圈层式发展。

At present, our country pays more and more attention on the construction of ecological civilization. The report of the 19th CPC National Congress put forward the new requirement of building a harmonious modernization of human and nature for the construction of ecological civilization. On the one hand, Lashihai area is an ecologically sensitive area, facing the control demand of the lake based ecological chain. On the other hand, as an important area with Yulong characteristic tourism industry, it faces the demand of tourism development based on the people-oriented value chain. In the game of control and development, this paper insists on ecological priority, intensive development, puts forward the ＂Inner Lake ＋＂ protection, ＂Travel ＋＂ central development, ＂Lijiang ＋＂ one ring, and then realizes the circle development.
