摘要
在新型城镇化和乡村振兴的时代背景下,城市从外延扩张式向内涵提升式转变成为必然趋势,"存量规划"成为新时期城市规划的主要形式,城市边缘区的空间价值、生态价值和社会价值日益凸显。文章首先归纳城市边缘区发展的共性问题,并对成都和北京在边缘区空间规划中的创新和实施效果做出总结,而后以山东省招远市为例,分析了招远市西部片区的空间特征和资源禀赋,提出边缘区应围绕当地优势资源,构建特色产业—空间单元,走三产融合,城乡一体发展的道路,最后提出应该从生态、产业、空间、设施、风貌五大要素着手系统构建发展路径,以更好地指引城市边缘区的建设。
In the context of new-type urbanization and rural revitalization, the city transformation from expansion to internal enhancement has become an inevitable trend. "Urban Stock Planning" has become a main form of urban planning in the new period. The spatial value, the ecological value and the social value of urban fringe are becoming more and more prominent. This paper takes Zhaoyuan city of Shandong province as an example to summarize the common problems of the development of urban fringe area, and sums up the innovational and implemental effect of the spatial planning in the urban fringe areas in Chengdu and Beijing. This paper analyses the spatial characteristics and natural endowment of the western area of Zhaoyuan, and states that the urban fringe area should construct spatial unit of characteristic industry around the local dominant resources, taking the road of the integration of three industries. Finally, this paper proposed that the urban fringe area should be constructed based on five elements: ecology, industry, space, facilities and city scenes to form a better guide.
