In the time when some key university reference rooms are taking big strides into practicing division management and modern service, most local university reference rooms are still in a rigid and backward situation, and their efforts to imitate key universities often end in failure. These local university reference rooms need to step out of predicament of reform. In the paper, the predicament of various reform modes are described and their advantage and characteristics are analyzed comparatively. Thus, the emphasis of reform is established and relevant suggestions are put forward to reform reference rooms in local universities.
