公共决策制定过程中的公民参与制度建设——以广州番禺垃圾焚烧处理发电厂冲突为例

Research on Citizen Participation in the Process of Public Decision Making Taking the Conflict of Waste Incineration Power Plant in Guangzhou Panyu

公共决策贯穿政府公共管理过程的始终,公民参与决策的程度关系着社会公众的利益诉求。近年来我国公共决策过程中公民参与缺失,导致公共决策的合理性与科学性不足,群体性事件频繁发生。引入广州番禺垃圾焚烧处理发电厂冲突事件,分析公民参与公共决策存在的问题,并提出对策建议。

Public decision-making runs through the process of government public management, and the degree of citizen participation in decision-making is related to the interests of the public. Lack of citizens participation in the process of public decision in recent years results in lacking rationality and scientificity of government public decision and frequently occurring of public decision crisis. The problems of the citizen participation in the government public decision are analyzed by taking the conflicting event of waste-incineration factory in Guangzhou Panyu and the corresponding countermeasures to perfect the citizen participation in the government public decision are put forward.
