试论“三清”的价值意蕴及其达成

On the Value of “Three Perspectives on Clean Politics” and Goal Attainment

廉洁是一种公共的规则,腐败是对这种规则的一种全球性挑战,人类共同努力倡导廉洁,做到政府清廉、政治清明、干部清正。"三清"具有秩序、正义、自由和效率等丰富的价值内涵,我国虽采取了多种形式、独具特色的反腐倡廉措施,形成了一道道无形的"高压线",但距离实现"三清"的目标还有一定差距。深入研究"三清"何以可能,从理论前提、现实基础、社会氛围、榜样力量、利益诱导等方面构建严密、有效的实践策略,达到治标的同时努力向治本转变,有利于最终达成预期目标。

Integrity is a public rule,while corruption is a global challenge to the rule. People are working together to promote integrity,and strive for clean government,political probity,and cadres honest. ＂Three Perspectives on Clean Politics＂has abundant value connotations,such as order,justice,freedom and efficiency. Although China has taken various and unique anti-corruption measures and formed a series of intangible ＂high tension line＂,there is a certain gap to achieve the goal of ＂Three Perspectives on Clean Politics＂. This paper deeply reveals how to implement the ＂Three Perspectives on Clean Politics＂by changing temporary solution to effect a permanent cure,and proposes the strict and effective practice strategy,from the theory premise,realistic foundation,social atmosphere,example power,benefit induction,etc.,which helps to achieve expected goals.
