摘要
分别从管理体制、科研设施运营、科技成果转化工具、知识转移渠道、战略合作、人才培养等六个方面对德国亥姆霍兹联合研究会的建设特点进行系统研究,重点论述了亥姆霍兹联合会的建设现状,发现其具有管理体制统筹高效、科研设施运营顶层设计清晰、科技成果转化及科学知识转移渠道多样、战略合作网络运转有序、人才培养多元开放等优势。据此,为推进我国综合性国家科学中心建设提出如下建议:(1)厘清综合性国家科学中心的核心特征;(2)以合同制管理赋予成员单位充分自主权;(3)以大科学装置高效利用促进创新能力提升;(4)以稳定的经费投入保障基础研究持续开展;(5)以项目团队为基本单元促进学科交叉融合;(6)以灵活的用人机制打造高水平科研团队;(7)以知识传播和技术转让促进研究成果应用。
The Helmholtz Association of German Research Centers are systematic studied in six aspects including management system,research facility operation,science and technology achievements conversion tool,knowledge transfer channels,strategic cooperation,and talent development in this paper. The results show that its management pattern has some characteristics and advantages,such as overall planning and efficient management system,clear design of the top level of scientific research facilities operation,diversified transformation of scientific and technological achievements and transfer channels of scientific knowledge,operating an orderly strategic cooperation network,multi-open talent training and so on. We put forward a few suggestions to Chinese comprehensive science center combined with China’s reality:( 1) Clarifying the core features of the comprehensive national science center;( 2) Giving full autonomy to member units by contract management;( 3) Efficient use of large scientific equipments to promote innovation ability;( 4) Sustainable development of basic research with stable fund investment;( 5) Promoting interdisciplinary integration with the project team as the basic unit;( 6) Building high-level scientific research teams with flexible employing mechanism;( 7) Promoting the application of research results through knowledge dissemination and technology transfer.
