我国公立医院规模扩张特点及控制策略研究

我国公立医院自上世纪90时代起进入到高速扩张阶段,尤其是大型公立医院发展尤其迅猛,自新医改推行以来,国家卫生计生委下发通知,要求各地控制公立医院规模过快扩张,防范公立医院扩张过程中的管理和财务等风险。公立医院规模扩张可能造成的不良影响也引起学界的重视和社会的关注。通过梳理我国公立医院规模扩张的特点,剖析规模扩张背后的原因,归纳控制规模扩张的途径,从而提出具体的控制策略。

Since the 90s of last century, public hospitals in China have entered a period of rapid expansion. Especially since the development of large-scale public hospitals is particularly rapid, since the introduction of new medical reform, the State Health and Family Planning Commission has issued a circular requiring all localities to control the excessive expansion of public hospitals and prevent public Hospital expansion in the management and financial risks. The possible adverse effects caused by the expansion of public hospitals also attract academic attention and social concern. By combing the characteristics of the scale expansion of public hospitals in China, the reasons behind the scale expansion the ways to control the expansion of scale were analyzed and summarized, and then specific control strategies were proposed.
