韩国网络实名制发展脉络研究及反思

Internet Real-Name System in S. Korea and Its Implications for China

信息科技技术的发达既带来了利益,也给我们带来了一个亟需解决的网络治理问题。"网络实名制"是有争议的网络治理手段之一,韩国则是世界上最早实行这一制度的国家。从2004年至2012年,网络实名制在韩国经历了被采纳到废除的过程。本文通过查阅韩国相关文献,整理与韩国网络实名制有关的历史事件以及法律条文的确立与变化,全面展现韩国网络实名制的始末缘起,并分析和反思其失败的教训,试图从批判吸收的角度对我国网络治理策略提供具体参考。

The development of information technology not only brings the human being huge benefits,but also problems need to be settled promptly. Internet real-name system（ IRNS） is regarded as one of the most controversial internet management strategies,and Southern Rorean is the country that conducted IRNS in the earliest time. The present study aims to present how IRNS was adopted in 2004 and abolished in 2012 as well as the its implications for Chinese internet governance. With the methodology of literature reviewing,the present study resorted some Korean files,including key social issues descriptions as will as establishment and shift of relevant legal provisions. Lessons of failure was reflected and specific advices and reform as were proposed in the perspective of taking its referinces critically.
