[目的/意义]学术论文评价是一个备受社会各界关注的问题,但当前的评价实践无法满足人们日益增长的评价需求。了解目前学术论文评价中存在的问题以及评价本质,可以有针对性地完善现有评价理论和方法。[方法/过程]首先对当前学术论文评价方法的发展历程进行了详细梳理,在此基础上对现有论文评价方法的评价效能及其存在的问题进行了分析,从价值说、影响力说和质量说视角探讨了单篇学术论文评价的本质,最后提出基于认知计算的学术论文评价新视角。[结果/结论]学术论文评价的发展与科学交流方式的变革紧密关联。学术论文的评价本质是对其学术价值的评价,具体体现为创新性的测度。从学术论文语义内容角度,构建基于认知计算的学术论文评价系统是完善现有学术论文评价理论和方法的新视角,有望同时解决专家定性评价中的主观性和低效率以及定量评价中不针对内容和人为操纵等问题。

[Purpose/Significance]The evaluation of academic papers is a problem that attracts much attention from all walks of life,but the current evaluation practice cannot meet the growing demand of evaluation.A better understanding of the existing problems in the evaluation of academic papers and the nature of evaluation can help us to improve the existing evaluation theories and methods.[Method/Process]Firstly,the paper analyzed the development history of paper evaluation methods in detail.Then,the evaluation efficiency and problems of exiting evaluation methods were presented.In addition,the evaluation essence of individual academic paper was discussed from the perspective of value theory,influence theory and quality theory.And finally,a newperspective for evaluation of single academic paper based on cognitive computing was proposed.[Result/Conclusion]The development of paper evaluation is in line with the change of scientific communication.The academic value is the essence of the evaluation of individual academic paper,which is embodied in the innovation measure.From the point of the semantic contents of single academic paper,constructing the evaluation system based on cognitive computing is a newperspective for improving the existing academic paper evaluation theory and methods,which is expected to solve the problems of subjectivity and inefficiency in qualitative evaluation and problems of not for content and artificial manipulation in quantitative evaluation.
