民族关系预警防控信息需求及其来源可供性研究

Information Demand and Its Source Availability for Early Warning and Prevention of Ethnic Relations

[目的/意义]民族关系监测预警本质上是对民族关系当前状态进行监测,找出民族关系发展演化过程中存在的问题并进行预警防控。预警防控过程需要依托于完整、详细且可靠的民族关系状态信息。[方法/过程]分析了民族关系预警防控的信息需求,介绍了预警防控信息需求确定的一般流程。在此基础上,将预警防控信息分为以下五种形式:文本类信息、数据类信息、案例类信息、舆情类信息、网络类信息,分析不同类型预警防控信息的来源可供性,讨论了民族关系预警防控信息采集的障碍。[结果/结论]研究表明:民族关系预警防控的前提是确定其信息需求,根据不同的信息类型进行信息采集,且有必要采取若干措施提高预警防控信息的来源可供性。

[Purpose/Significance]In essence,monitoring and early warning of ethnic relations is to monitor the current state of ethnic relations,find out the problems existing in the process of development and evolution of ethnic relations,and conduct early warning and prevention. The early warning and prevention process depends on complete,detailed and reliable ethnic relationship status information.[Method/Process]This paper analyzes the information demand of early warning and prevention,and introduces the general process of determining early warning and prevention information. On this basis,this paper divides the early warning and prevention information into five forms： text information,data information,case information,public opinion information and network information,analyzes the source availability of different types of information and discusses obstacles to the collection of the information.[Result/Conclusion]The research shows that the premise of ethnic relationship early warning and prevention is to identify information requirements and collect information according to different types of information,and it is necessary to take some measures to improve the availability of early warning and prevention information.
