Transmission Blocking & Anti-blockingof Sci-Tech Achievements Transformation Policy in Higher Institutions: A Grounded Research on 24 Colleges & Universities in Nanjing

[目的/意义]创新驱动发展战略深入时期,高校科技成果转化"梗肠堵"症结愈发突出,探索科技成果转化政策在高校传导阻滞的影响因素及传导机制势在必行且意义深远。[方法/过程]通过对在宁24所高校深度访谈,尝试运用扎根理论方法构建科技成果转化政策在高校传导阻滞的影响因素及传导作用机制模型,阐释其影响机理,提出反阻滞策略。[结果/结论]发现政策属性、决策偏好、内部管理、评价导向、外部支持和政策执行对政策在高校传导阻滞有显著影响,分布于政策使命指引、动力供给、螺旋推进和执行行为选择等政策传导各阶段。得出高校应自觉强化价值使命、加强政策宣传广度力度与推动组织内部改革,政府加快完善政策协调机制、风险防控机制、创新激励机制以及绩效评估机制来畅通科技成果转化政策在高校的真正"落地"提供决策参考与实践指引。

[Purpose/Significance]During the in-depth period of Innovation Drive Development Strategy,the obstruction of higher Institution sci-tech achievements transformation becomes more prominent. It is imperative and profound to explore the influencing factors and conduction mechanism model of the Sci-Tech Achievements Transformation Policy blocking in colleges and universities.[Method/Process]The study tries to use Grounded Theory to construct the influencing factors and conduction mechanism model of the Sci-Tech Achievements Transformation Policy blocking in colleges and universities through in-depth interviews with 24 higher institutions in Nanjing,explaining its influence mechanism and puts forward the anti-block strategy.[Result/Conclusion]Decision preferences,internal management,evaluation guidance,external support and policy implementation have a significant impact on policy blockade in colleges and universities. Accordingly,colleges and universities should conscientiously strengthen the value mission,policy advocacy and breadth,and promote internal organizational reforms. The government should speed up the improvement of policy coordination mechanisms,risk prevention and control mechanisms,innovation incentive mechanisms,and performance evaluation mechanisms,to unblock sci-tech achievements transformation policy transmission for real ＂ landing＂ and provide decision-making reference and practice guidelines.
