高校供给侧结构性改革是落实好"以人为本"和"以生为本"科学发展思想的人才供给改革,也是促进人才全面发展和高精发展的教育改革。供给侧背景下的高校思想政治教育工作创新要将人才培养、教育教学、文化建设和工作队伍相结合。通过设定人才培养德育为先的理念目标,加强思想文化阵地育人机制,创新思想政治理论课程体系和工作机制,建立健全全员参与、全过程优化和全方位实施的综合立体大思政工作格局。

The supply side structural reform in universities is the reform of talent supply to implement the scientific ＂people-oriented＂and ＂student-oriented＂development thought,and it is also an educational reform to promote the all-round development of talents and high-quality development. The innovation of ideological and political education in universities in the context of supply-side reform should consider the combination of talents training,education and teaching,cultural construction and team building,by setting a goal of concept,strengthen ideological and cultural education mechanism,innovate the ideological and political theoretical course system and working mechanism,establish and improve the full participation,whole process optimization and full implementation of the comprehensive pattern of ideological and political education.
