发挥社会组织作用 引导榛子产业发展

Giving Full Play to the Role of Social Organizations to Guide the Development of Hazelnut Industry

针对榛子产业发展过热、过散、过乱问题,笔者立足发挥社会组织作用,提出加大组织力度,组建榛子分会;以"政府购买社会服务"形式,委托、授权社会组织负责榛子产业技术培训工作;依托社会组织搭建平台,组织开展一系列榛子产业发展技术研讨交流活动;组织开展榛子产业发展调研活动,尽快出台规范榛子产业发展政策措施;研究拓展资金扶持渠道问题,推动榛子产业开发和技术推广上规模、上层次、上水平、见效益。

Aimed at the over prosperous, scattered and confused situation of hazelnut industry development, the author puts forward efforts to increase the organization and establish hazelnut branch based on the function of social organizations. In the form of ＂government purchase social services＂, social organizations take charge of hazelnut industry technology- training work commission and authority. To set up a platform by relying on social organizations to earry a series of hazelnut industry development technical discussion activity. Organizing and carrying out research activities on hazelnut industry development, introduce and standardize hazelnut industry development policy measures as soon as possible. Researching and Developing funding support channels to promote hazelnut industry development and the scale, the upper grade, the upper level and much more benefits of technology popularizing.
