浙沪“十二五”“十三五”创新战略规划比较研究

A Comparative Study on“the Twelfth Five Year Plan”and“the Thirteenth Five Year Plan”of the Innovative Strategy Program Between Zhejiang and Shanghai

以浙沪"十二五""十三五"创新战略规划为研究对象,结合浙沪区域创新能力评价数据,运用内容分析法挖掘、统计和比较浙沪创新战略规划政策工具。厘清浙沪"十二五""十三五"创新战略规划政策工具的演变与发展;剖析浙江在接轨上海、协同创新中创新战略规划政策工具设计上的短板与不足,优化与完善浙江省创新战略规划政策工具,使浙江真正融入具有全球影响力的上海科技创新中心,在科技创新驱动发展方面走在全国前列。

Taking Zhejiang and Shanghai＇s＂Twelfth Five Year Plan＂and＂Thirteenth Five Year Plan＂innovative strategy programs as research objects,combining the regional innovative capability evaluation data of Zhejiang and Shanghai,this paper excavates and compiles statistics and compares the innovative strategy policy instruments of Zhejiang and Shanghai through content analysis. This paper not only clarifies the evolution and development of＂the Twelfth Five Year Plan＂and ＂the Thirteenth Five Year Plan＂innovative strategy policy instruments in Zhejiang and Shanghai but also analyzes the shortcomings and weakness existing in the design of Zhejiang＇ s innovative strategy policy instruments for the integration with Shanghai and the collaborative innovation,and proposes to optimize and improve the innovative strategy policy instruments of Zhejiang so that Zhejiang can really integrate with Shanghai,the scientific innovation centre with global influence,and advance in the country in the aspect of the innovation-driven development strategy.
