全国省级地质调查院现状分析及发展建议

An Analysis of Provincial Institutes of Geological Survey of China and Suggestions for Development

2016年,中国地质调查局、国土资源部矿产勘查技术指导中心、中国地质调查局发展研究中心等单位,实地调研了全国19家省级地质调查院(局)。了解了财政体制、科技体制、供给侧改革和事业单位分类改革等新形势下地质调查院的基本情况;梳理了新形势下省级地质调查院对接"十大计划",在公益性基础性地质工作、科技创新等方面的设想;分析了省级地质调查院在地调项目、科技支撑、资料服务、局院关系、改革发展、人才队伍建设等方面存在的问题;提出构建高效、顺畅的协调联系机制的建议:一是要明确省级地质调查院定位,二是要统筹规划国家与地方两级地质调查工作,三是要加强局院联系。

In 2016, China Geological Survey, Technical Guidance Center for Mineral Exploration of the Ministry of Land and Resources, Development Research Center of the China Geological Survey and other unites surveyed 19 provincial geological survey institutes（bureau）. Based on the survey, this paper begins with the description of the basic situation of the Geological Survey under the new situation of the financial system, science and technology system, supply-side reform and public institution classification reform. Then, it combines the assumptions of the Provincial Top Geological Survey Institute under the ＂Top Ten Plan＂ in the new situation from the aspects of the non-profit basic geological work and science and technology innovation. Following this, it analyzes the problems that the provincial-level geological survey institute has in terms of geo-project, science and technology support, data service, bureau-institute relationship, reform and development, personnel construction, etc. Finally, this paper comes up with recommendations to build efficient and smooth coordinating mechanism： firstly, to clear positioning of provincial geological survey institute; the second is to overall plan the geological survey work of national level and local level; the third is to strengthen the liaison between the bureaus and institutes.
