技术异质与雾霾约束下能源效率空间分异测度研究 被引量:2

A Study on Spatial Differentiation Measure of Energy Efficiency Considering Technical Heterogeneity and Haze Constraints

摘要 文章基于技术异质视角,在共同前沿框架下测算考虑雾霾约束的2006-2015年中国30个省市地区全要素能源效率值,分析中国东、中、西三大区域间的技术差距及能源无效的根源,利用空间计量经济模型对能源效率的影响因素展开探讨,深入研究技术异质对能源效率空间分异的影响机制,并基于内生增长理论构造能源回弹效应评价模型并进行回弹效应的测算。研究结果表明:考虑雾霾约束的中国能源效率值处于年均0.443 2的较低水平,节能减排潜力巨大;东部地区的能源效率水平和能源技术水平明显高于中西部地区,中西部与东部地区的技术差距正在不断缩减;经济发展、外商投资对共同能源效率提升有显著促进作用,而对三大区域群组能源效率的影响程度和方向并不一致,第二产业比重过大对其呈现抑制作用,技术进步对能源效率的提升影响比较复杂,存在不同类型的能源回弹效应。 bBased on the perspective of technical heterogeneity,this paper measures the total factor energy efficiency values of 30 provincial-level administrative areas in China from 2006 to 2015 under the common frontier framework,and analyzes the technical gap between the Eastern,Central and Western China as well as the source of energy inefficiency. The paper applies the spatial econometric model to explore the factors influencing energy efficiency,and further studies the influencing mechanism of technical heterogeneity on spatial differentiation of energy efficiency. The paper,based on the endogenous growth theory,constructs the evaluation model of energy rebound effect and calculates the rebound effect. The results show that China's energy efficiency considering haze constraints is at a low level of 0. 4432 per year,and the energy saving and emissions reduction has a great potential. The energy efficiency and the energy technology in the eastern region are significantly higher than those in the central and western regions,and the technical gap between these regions is decreasing. Economic development and foreign investment have significant effects on the improvement of energy efficiency,and the effects and the directions on the group TFEE are not consistent. The excessive proportion of the second industry has an inhibitory effect on the improvement of of energy efficiency. The effect of technical progress on the improvement of energy efficiency is more complex,and there are different types of energy rebound effects.
