摘要
深化基层公务员管理体制改革,完善监督体系研究,在绩效考核基础上建立科学的激励机制是新时期基层社会治理的必然选择。通过大数据在考核工作的应用,可以降低各个管理层级的工作强度和考核成本,提高考核工作精准度,推进考核工作实现优化和转变,从而实现深化基层社会治理创新国家治理体系和治理能力现代化。文章综述了该领域相关的研究文献,分析了基层公务员大数据考核的基本工作框架,解释大数据基层公务员考核的工作机理和理论框架,比较大数据考核实践的主要模式和策略特征,提出通过比较优化大数据考核的策略和工作机制,并以此为基础提出构建基层公务员激励的议题。
Deepening the reform of administration system of grassroots civil servants,improving the study of supervision system,building a scientific incentive mechanism on the basis of performance appraisal,is the inevitable choice of grassroots social governance in the new era. The application of big data in assessment work can reduce work intensity and assessment cost at each administrative level,also can improve the accuracy of assessment work,facilitates the optimization and transformation of assessment work,so that the aim of innovation of grassroots social governance and modernization of national governance system and capacity can be achieved. This paper summarizes the relevant research literature in this field,analyzes the basic working framework of big data assessment of civil servants,explains the working mechanism and theoretical framework of civil servants assessment from the perspective of big data,compares the main modes and strategic characteristics of big data assessment practice.The paper puts forward optimizing the strategy and working mechanism of big data assessment by comparison,and building up the issues of incentive for grassroots civil servants on this basis.
