我国脱贫攻坚的现状与思考

The Status Quo of Poverty Alleviation in China and Some Corresponding Considerations

党的十八大以来,各级党委、政府和相关部门认真贯彻落实习近平总书记精准扶贫的战略思想,按照"扶贫扶谁,扶贫谁扶,扶什么,怎么扶"的总体思路,遵循五个坚持、六个精准、五个一批的总要求,采取强有力举措,使脱贫攻坚战取得决定性进展。但我们要清醒地看到,要完成2020年现行标准下农村贫困人口实现脱贫的既定目标,时间紧、任务重、难度大,必须找准当前工作中存在的问题病症加以解决,方可打赢脱贫攻坚这场硬仗。按照党中央的总体部署,到2020年中国将绝对贫困消除了,相对贫困是永远存在的,打赢脱贫攻坚战后,如何处理后脱贫攻坚时期的扶贫问题,同样事关战略全局。在脱贫攻坚期结束后,怎么对现有的扶贫政策进行调整,怎么对现有的扶贫机构进行改革,怎么构建一套反贫困理论体系以指导实践,这些都是摆在面前需要未雨绸缪的现实课题。

Since the Eighteenth National Congress of the Party,the party committees,governments and relevant departments of specific levels have been carefully carrying through General Secretary Xi Jinping ’s strategic thought on precise poverty alleviation. Following the general arrangement of ＂the object,subject,content and method of poverty alleviation＂as well as the general requirements of ＂six precise and five batches＂,powerful measures have been taken and decisive progresses have been made in the battle of poverty alleviation. However,we must recognize that the goal of getting rid of poverty under the current standard by 2020 is a heavy task of limited time and great difficulty. Problems in the current work must be correctly found out and solved so that we can win the battle of poverty alleviation. According to the general arrangement of the CPC Central Committee,China will eliminate absolute poverty by 2020,but relative poverty will exist forever. After the victory of the battle,the alleviation of relative poverty is still a topic of strategic importance. How to adjust the existing policies？How to reform the existing institutions of poverty alleviation？ How to build a set of poverty alleviation theory guiding the practice？ All these questions should be thought over ahead.
