论PPP模式在幼儿园项目运营期的风险识别

Risk Analysis on the Kindergarten Operation Using PPP Mode

随着私营经济发展与壮大,社会公共领域逐渐放开准入限制,PPP项目得到了大规模的推广。作为准公共领域,学前教育大量采用PPP模式,受利益共同体博弈影响,PPP模式的风险开始不断显现。本文以幼儿园PPP模式为研究对象,通过实地调查法,对项目运营期可能出现的风险进行了鉴定,并从安全风险、教育风险、市场风险等方面提出了相应策略,为PPP项目有效运行提供有益借鉴。

With the rapidly growth of the economic level,the PPP mode has a large scale of application and promotion in various fields,meanwhile,the risks behind it have been appeared.This article did research on the risks identification on the kindergarten operation period through the survey method.Then the countermeasures are discussed from aspects include safe y risk,education risk and market demand risk and etc.The research in this paper provides benefit to private sector and guides the PPP mode＇s application in the education industry.
