政府职能视角下政府绩效评估国际比较研究综述

Literature Review and Exploration of International Comparison Study on Government Performance Appraisal under Perspective of Government Function

对于政府绩效评估的国际比较研究,大多数学者直接比较中外理论和实践的异同处,忽略了不同国家的政府职能特点,这容易造成盲目借鉴西方经验的消极后果。实际上,政府绩效评估是对政府职能履行情况的评估。由于中外政府存在职能上的差异,在政府职能的基础上梳理中外政府在绩效评估模式和制度方面存在的异同是必要的。经过文献综述可以发现,目前,立足于政府职能对中外政府绩效评估实践进行的比较研究是比较缺乏的。因此,从政府职能视角探寻中外政府绩效评估的比较研究亟待丰富,这也是支撑我国政府绩效评估发展的重要立足点。

For the international comparative study of government performance evaluation,most scholars directly compare the similarities and differences between Chinese and foreign theory and practice,and ignore the government functions of different countries,which can easily lead to the negative consequences of the blind use of western experience.In fact,government performance evaluation is an assessment of the performance of government functions.Because of the differences in functions between Chinese and foreign governments,it is necessary to sort out the similarities and differences between Chinese and foreign governments on the performance evaluation model and system on the basis of government functions.Through literature review,it can be found that at present,there is a lack of comparative research on the performance evaluation of Chinese and foreign governments based on government functions.Therefore,from the perspective of government function,it is urgent to enrich the comparative study of the performance evaluation of the Chinese and foreign governments,which is also an important foothold to support the development of the government performance evaluation.
