湖南省教育会与民初湖南的义务教育研究

Hunan Educational Association and Compulsory Education in the Early Republic of China

因民初教育行政机构职能弱化,导致汇集了大量知识精英的教育会等教育团体,积极参与到公共教育事业的提倡和筹划中。由学界精英和一线教师所构成的湖南省教育会,一方面积极提倡,主动筹划,营造实施义务教育的舆论,促使政府颁行湘省义务教育法令;另一方面通过向教育行政机构提供推行义务教育相关议案及在教育界进一步宣传的方式,督促实施,在一定程度上推动了民初湖南义务教育的发展。

As the functions of educational administrations were weakened in the early Republic of China,the educational associations with elite intellectuals actively participated in advocating and planning the public educational undertakings.Hunan Educational Association,composed of intellectual elites and front-line teachers,called for public opinions on the implementation of compulsory education to urge the government to issue compulsory education decrees of Hunan Province,and,on the other hand,provided the educational administration with proposals on promoting compulsory education and further publicity in educational circle,which propelled the development of Hunan＇s compulsory education in the early Republic of China.
