On 20 March 2002, the US decided to raise duty on imported iron and steel from present 8% to 30% within three years, which astonished the world and might greatly affect the shipping industry. Undoubtedly, shipping industry has a great meaning to an oceanic nation where it serves as an important artery. But, it often falls as the victim of political rivalry and fight. Concerning this, an early warning system should be established as soon as possible.
