阜平县乡镇卫生院医疗资源配置现状分析及对策

Situation analysis and countermeasures of medical resources allocation in township hospitals of Fuping County

目的调查阜平县乡镇卫生院医疗资源配置现状,为合理配置人力、设备资源提供参考依据和建议。方法查阅县卫生局相关资料,对全县13所乡镇卫生院实地调研并发放调查表获得相关数据,进行统计分析。结果在编卫技人员学历、职称构成与全国平均水平比较差异有统计学意义(P<0.01),低学历及无职称人员比例均高于全国平均水平,而高学历,高、中级职称人员比例均低于全国平均水平差异有统计学意义(P<0.05)。医疗设备欠缺,在编不在岗等问题普遍存在,制约了基层医疗机构的发展。结论加大政策资金支持、有针对性地进行人才培养、改变用人制度等措施将有助于改变现状。

Objective To investigate the current situation of medical resources allocation in township hospitals of Fuping County in order to provide reference and suggestion for rational allocation of manpower and equipment resources.Methods To consulting the relevant data in County Health Bureau to investigate the 13 township hospitals and sent out the questionnaire to obtain relevant data,finally,the investigation results were statistically analyzed. Results There was a significant difference in the educational qualifications,professional titles constitution between these hospital and and the national average levels（ P 〈0. 01）. The proportion of lower educational qualifications and no professional title personnel was higher than the national average levels,however,the proportion of higher educational qualifications,high and middle-level professional titles personnel was significantly lower than the national average levels（ P〈 0. 05）. The lack of medical equipment and post personnel were common,which restricted the development of medical institutions at basic levels. Conclusion It will be helpful to change the current situation by increasing the support of policy funds,training the talents and changing the employment system.
