天山天池世界自然遗产地搬迁安置牧民参与旅游:现状、困境与对策建议

The Resettled Herdsmen's Participation in Tourism in Tianshan Tianchi World Natural Heritage Site: Cutrrent Situation,Plights and Suggestions

世界自然遗产地作为人类共同拥有的宝贵财富,其保护刻不容缓。政府制定并实施了生态移民政策,鼓励牧民在天山天池景区内参与旅游经营活动。文章为进一步了解牧民参与旅游状况,采取入户访谈的调研形式,对参与旅游点、经营项目、参与旅游收益等现状做了分析,结果发现牧民在参与旅游经营中面临较大的困境。最后文章提出了一些可行性对策,构建旅游产业生态,加大旅游支持力度;加强经营管理与产品创新,提升旅游经营能力;加强人力资本教育,提升牧民参与旅游的能力。

The world natural heritage sites are the common wealth of human beings. The protection of the world natural heritage sites is a matter of urgency. The government has shaped and implemented the policy of Ecological Migration, which aims to encourage the herdsmen to take part in the tourism eommereial activities in Tianshan Tianehi Lake. In order to further understand the current situation of herdsmen＇s participation in tourism, the author conducts household interviews for the research. This article analyzes the present situation of herdsmen＇s participation in scenic spots, business projects and the allocation of tourism income. The research finds the plights that herdsmen face in the ease. The article finally proposes some practical suggestions： It is essential to construct the ecology of tourism and strengthen the support for tourism. It is necessary to enhance the management and innovation of products to improve the ability of tourism management. It is significant to promote the education of human resource and improve people＇s ability to take part in tourism.
