关于加快衡水市新型职业农民培育步伐的思考

On Speeding up the Cultivation of New Professional Farmers in Hengshui

随着工业化和城镇化的快速推进,衡水农村劳动力不断地向非农产业和城镇转移,"人走村空"问题愈演愈烈,"谁来种地、谁来喂猪"等问题日益成为摆在我市各级党委政府面前的一项重大课题。而加快新型职业农民培育步伐正是破解这一难题的关键所在。当前,衡水新型职业农民培育工作还存在着培育主体认识不足,职业转型缓慢;培训模式单一,培育体系不够完善;专项投入缺乏,激励扶持政策不足;制度存在短板,认定开展缓慢等问题。今后衡水新型职业农民培育工作应抓好以下几个方面的工作:转变思想观念体系;完善教育培训体系;建立激励扶持政策体系;构建认定管理体系;健全农业社会化服务体系。

With the rapid development of industrialization and urbanization, the rural labor in Hengshui is transferring to non-agricultural industries and to cities and towns constantly. The problem of ＂people leave, villages become empty＂ is becoming more and more intense. ＂Who will do the farm work＂ and ＂who will raise pigs＂ etc. have become a major issue of the Party committees and governments at all levels. The key to solve this problem is to speed up the cultivation of new professional farmers. At present, there are still some problems in the cultivation of new professional farmers in Hengshui, such as lack of understanding of the cultivation subject, slow career transformation, single training mode, inadequate cultivation system, lack of special input, lack of incentive and support policies, short board in the system and slow identification. The following aspects should be taken into consideration from now on： transforming the ideology and concept system, perfecting the education and training system, establishing the incentive and supporting policy system, constructing the management system of identification, and perfecting the service system of agricultural socialization.
