摘要
北京市保障性住房建设投资中心的成立,为过去全面依靠开发商建设保障房的城市历史翻开了新的一页.由于日本住宅公团的组织架构、运作模式等相对成熟,对此展开分析可为今后开展公共住宅的开发建设以及城市规划行政体制的改革转型提供有益的经验借鉴.在以公共住宅建设为代表的社会保障领域,建立全政府出资的公益法人作为运作实体,理论上最为合理有效;现阶段,住宅公团"公益开发商"模式可以重塑政府形象和重构专家型国家公务员队伍;形成落实政策-调研-规划设计-研发-维护管理一条龙的in-house组织模式,对于改变官僚主义的"官本位"风气,让"工匠精神"、服务社会精神真正渗透进公务员队伍也具有重要意义.
The establishment of the Beijing Public Housing Center opened a new page for the history of cities that had previously fully depended on developers to build public housing. However, due to the lack of comparative research conditions at present, this article focuses on the organization of the Japan Housing Corporation. The analysis of the structure and mode of operation is intended to provide useful experience for the future development of public housing and the reform and transformation of the urban planning administrative system. Three suggestions: In the field of public welfare, which is represented by public housing construction, the establishment of a public welfare legal entity by the government as the operating entity is theoretically the most reasonable and effective. ; at this stage, the "The Public Developer" model of the Japan Housing Corporation will reshape the image of the government and reconstruct the practical significance of the expert national civil service teams; the purpose of implementing one-stop in- house organization model of policy-research-planning & design-research & development-maintenance management is not restricted to implement efficiency, but to change the bureaucratic ethos of "official standard" to the "spirit of craftsman". The spirit of serving the society really penetrated into the civil service teams is also important.
