中等职业教育财政投入努力程度的实证研究——基于湖北省1999-2016年的数据分析

An Empirical Study on the Efforts of Financial Investment in Secondary Vocational Education——Data analysis based on 1999-2015 years in Hubei

为了解湖北省中等职业教育财政投入努力程度,利用1999-2016年间的中等职业教育财政投入数据,选取中等职业教育财政预算内事业费支出占地区GDP和财政支出的比重、教育经费占教育总经费的比重及地方生均教育经费指数作为财政投入努力程度的评价指标,并对四个指标进行因子分析和归一化处理后得到其权重系数,然后计算出历年政府投入努力程度的测量结果,发现湖北省财政投入努力程度总体偏低,但2011-2016年呈增长趋势。通过建立回归分析模型发现财政分权、中等职业教育财政投入与经济发展的协调度、财政支出能力对地方财政投入努力程度有积极作用,而经济增长不是财政投入努力程度提高的原因,据此提出了适宜的政策建议。

In order to understand the hard work of financial investment in secondary vocational education in Hubei Province,the article uses data on financial input in secondary vocational education between 1999 and 2016,and selects the proportion of the expenditures of the secondary vocational education budget within the regional GDP and fiscal expenditure, the proportion of education funds to total education funds and local average per capita education expenditure Index as evaluating indicators of financial investment efforts, then analyzes and normalizes the four indicators to get their weight coefficients and calculates the measurement results of the government＇s investment efforts over the years. Finally, it was found that the overall level of financial investment efforts in Hubei Province was relatively low,but it showed an increasing trend from 2011 to 2016. Through the establishment of a regression analysis model, the article finds that fiscal decentralization, the degree of coordination between financial investment and economic development in secondary vocational education, the ability of fiscal expenditure have a positive effect on the degree of local fiscal investment efforts, and economic growth is not the reason for the increase in the degree of financial investment efforts.Accordingly, appropriate policy recommendations are proposed.
