从保障资助到发展资助:反贫困视角下我国大学生资助制度的困境与改革路径

From Security Aid to Development Aid:Dilemma and Reform Path of China's College Student Financial Aid System from the Perspective of Anti-poverty

2007年我国确立大学生资助制度的基本框架,在我国整体反贫困战略中发挥着重要的作用。然而,随着社会经济环境的变化和反贫困战略的调整,我国现行的大学生资助制度仍然面临着诸多发展困境,主要体现在资助理念、资助内容、资助对象、资助主体和资助效率等五个方面。从保障资助走向发展资助,既是大学生资助制度演进的必然要求,也是我国反贫困战略整体推进的目标选择。为此,我国大学生资助制度需要提升资助理念、完善资助内容、瞄准资助对象、健全资助主体以及优化资助效率,进而实现制度的可持续发展。

The basic framework’s establishment of college student aid system of China in 2007 plays an important role in China’s overall anti-poverty strategies. However,given the change of social and economic environment and the adjustment of anti-poverty strategies,the current college student aid system in China still faces many development dilemmas,which are mainly embodied in five aspects： funding idea,target population,funding object and aid efficiency. From financial aid to developing aid,it is not only the inevitable requirement of the evolution of college student aid system,but also the target choice of the advancing on the whole of our country’s anti-poverty strategies. For achieving this goal,China needs to transfer the funding idea for college student aid system,improves the content of funding,focuses on the target population,perfects the main funding body and optimizes the aid efficiency thus achieving the sustainable development of the system.
