中国农村土地流转普适性工作机制研究

Research on Universal Working Mechanism of Rural Land Circulation in China

土地流转是指集体土地的使用权在农村集体经济组织或者农户之间的流转。针对目前我国大部分地区土地流转存在规模较小、不同地区差距较大、流转过程仍然不规范等问题,拟通过对全国典型城市土地流转实施方案和工作机制的研究,结合我国的土地制度和政策,为创新普适性土地流转的保障机制提供对策建议,以完善农村土地融资的方式,更好地促进中国农村土地流转工作的展开。

Land circulation is the transfer of the right to use collective land in rural collective economic organizations or farmers. In view of the current situation of land transfer in most areas of our country,low scale of land transfer,large gap between different regions,de-normalized process of the circulation are problems existed on the current situation. This paper,through the study of the implementation scheme and working mechanism of the land circulation in the typical cities of the country,combines with the land system and policy of our country to provide strategies to create a safeguard mechanism for the universal land transfer. We should improve the way of rural land financing and promote the development of rural land circulation in China.
