“精准扶贫”视域下农村职业培训的困境与发展路径——基于云南省农户调研数据的分析

The Predicament and Development Path of Rural Vocational Training in the Vision of “Precise Poverty Alleviation”——Based on the Survey Data of Farmers in Yunnan Province

"精准扶贫"思想的提出为农村职业培训带来了新的发展契机。提高农民素质,提升人才培养质量,扩大人才培养规格,广泛开展公益性职业技能培训成为推动农村地区经济社会发展的迫切需求。文章以云南省农村职业培训调研数据为分析基础,梳理出了当前农村职业培训面临的困境;结合云南实际,提出创新驱动、资源吸引、迁移性开发三种农村职业培训模式,并进一步指出未来农村地区,尤其是贫困农村地区应加大农村职业培训力度,实现职业培训内容和实际需求匹配,鼓励多元主体参与培训投入,以改变职教和培训对农村发展推动力不足的现状。

The idea of＂precise poverty alleviation＂has brought new opportunities for rural vocational training. And it has become the urgent need to promote the economic and social development of rural areas by improving the quality of farmers,exalting the quality of personnel training,expanding the standard of personnel training,and developing public welfare vocational skills training. Based on the survey data of rural vocational training in Yunnan Province,this paper combs out the difficulties faced by the current rural vocational training. Then,combining with the reality of Yunnan,we put forward three kinds of rural vocational training models,innovation driven,resource attraction and migration development,and further points out that rural areas,especially poor rural areas,should strengthen the training and try to realize the match between training content and the actual needs.Besides,we should encourage multiple subjects to get involved in training investment,so as to change the present situation of impetus shortage of rural vocational education and training to rural development.
