人本视角下新型城镇化中主体行为机制分析

Research on Agent Behavior Mechanism of New Urbanization from Humanism Perspective

从"以人为本"新型城镇化建设理念为基点,建立城镇化中主体结构模型GEP模型,分析了政府、企业和人口在新型城镇化进程中的相互作用关系以及各自行为特征。从微观角度分析了以人为本的实现机制,给出新型城镇化中主体学习机制和涌现机制,研究了学习机制中的异质性规则和强化规则。提出了新型城镇化建设必须要以人口需求为导向,并且要以人口发展的动态角度去审视人口需求变化,进而从民生政策和经济发展政策进行双向调控和引导。

Based on the idea of ＂ human-oriented ＂ new urbanization construction,the GEP model of the main structure model of urbanization is established in this paper, which analyzes the interaction between government, enterprises and population in the process of new urbanization and their behavioral models. From the micro point of view, this paper analyzes the realization mechanism of human oriented, gives the learning mechanism and emergence mechanism in the new urbanization, and studies the heterogeneity rules and reinforcement rules in the learning mechanism. The new urbanization construction must take the population demand as the guidance, take the population development dynamic angle to examine the population demand change, and then carris on the bidirectional regulation and the guidance from the people＇s livelihood policy and the economic development policy.
