地区社会保障水平及其适度性实证研究——以湖南省为例

An Empirical Study on the Social Security Level and Its Appropriateness——Take Hu'nan as an Example

保证社会保障适度性,是建成新时代中国特色社会主义社会保障体系的重要原则之一。其对于促进社会保障制度合理运行、完善社会主义市场经济具有非凡意义。以湖南省这一中部社会保障支出大省作为研究对象,借助推拉理论、CSS系数以及适度模型等,对其现有社会保障水平及其适度状况进行分析和研究,以期以小见大,为今后我国地区社会保障体系的建立健全提供有益参考。

A moderate level of social security is one of the important principles of building the socialist social security system with Chinese characteristics for a new era. It is also significant for the normal operation of the system and the growth of the socialist market economy. The study took Hu＇nan, a province with a large social security expenditure in central China, as the object of study, and analyzed and studied the current social security level and its appropriateness based on the push and pull theory, CSS coefficient, appropriate model, etc. This paper may serve as a reference for the improvement of the social security system in China.
