清代珲春地方隶属宁古塔副都统管辖,归吉林将军统辖。珲春南部海域满语称为julergi bira,该地区受海洋性气候影响,历年雨水偏多,特别是珲春河流域一带群山环绕,支流纵横,水资源非常丰富,也是洪涝灾害频繁发生的地区。义仓作为救灾物资储备中心,也是珲春地方唯一的粮食赈济渠道,而经营义仓是至关重要的,特别是政府的赈灾政策将会解决粮食危机。
