基于熵权法的阳光体育运动影响机制及效果评价——以浙江省为例

Research on the Influencing Factors and Effect Evaluation of Sunshine Sport Project Based on the Entropy Method in Zhejiang Province

研究通过对浙江省11个市170所学校发放17 000份问卷,基于熵权法的理论视角,构建学校阳光体育运动影响机制。从学校开展阳光体育运动、学生参与阳光体育运动、体育教师投入程度以及家长对待阳光体育运动的态度四个维度构建指标体系并且进行效果评价。实证结果显示:家长因素对阳光体育运动的开展情况起到了重要的作用,尤其家长对于体育认知态度因素不可被忽略;浙江省不同地区之间由于经济发展、人均GDP以及政府重视程度的不同,阳光体育运动开展情况及效果也存在差异性,且均存在正相关的作用;政府的重视程度有利于阳光体育的有效开展,不同地区在教育支出尤其是体育运动的投入越多,阳光体育运动的开展效果越显著。因此,需要建立政府、学校、家长之间的协同联动性机制,且在政策的具体制定与实施上体现多元化、差异化、公平化等原则。

This paper is an analysis on the influencing factors of the Sunshine Sport Project. An Index and Evaluation System is built on the following four levels： How University Execute, How Students Participate, How P. E Teachers Devote and How Parents Involve by analyzing the data collected from the 17. 000 questionnaires distributed in 11 cities in Zhejiang Province. The result concludes that： parent is one of the major factors in project implementation. This paper also reveals the positive correlation between the economic development, per capita GDP, government support and the Sunshine Sport Project. The result shows that the more government increases the investment in education, especially physical education, the better implementation of the Sunshine Sport Project it will be. An reasonable conclusion could be made that： coordination between government, schools and parents should be enhanced; diversification, differentiation, fairness are required in policy making and implementation.
